Julie grew up in Northern California, where most of her family members still reside. She went to UCLA as an undergraduate majoring in Environmental Sciences.

Julie then joined Teach for America and was assigned to Long Beach, California. She served five years as a second-grade teacher at Addams Elementary School while obtaining her credential and master's degree in literacy from Loyola Marymount University. She then transferred to Lincoln Elementary. After two more years as a primary grade teacher, Julie served as a literacy coach for her school.

She joined Olive Grove Elementary School in Antelope, California, as a Title I specialist before expanding her coaching responsibilities to additional schools in the district.

Julie joined Aspire Public Schools in 2010, becoming a K-5 ELA Instructional Coach. She works with new teachers and their students, facilitates professional development, and is helping to develop new criteria for effective teaching.
